Rubio: U.S. Supports Italian for Bosnia High Representative
Secretary of State Marco Rubio announced U.S. support for Italian diplomat Antonio Zanardi Landi as the next High Representative in Bosnia and Herzegovina following German diplomat Christian Schmidt's departure.
Rubio disclosed the backing during testimony before the House Foreign Affairs Committee on Wednesday, as Breitbart News reports, expressing confidence that the veteran Italian diplomat would bring needed continuity to the role.
Marco Rubio told lawmakers that Washington is endorsing Landi following the departure of the previous office holder. The Secretary characterized the Italian candidate as someone capable of delivering stability to a position with sweeping authority over civilian governance matters in the Balkans nation.
The vacancy arose after German diplomat Christian Schmidt stepped down from the post on May 11, citing personal reasons, according to Breitbart News. Schmidt had occupied the role since 2021 and was the second longest serving High Representative since the office’s creation.
The Peace Implementation Council Steering Board convened in Sarajevo on June 3 and 4 to deliberate on Schmidt’s replacement. The coalition responsible for selecting the High Representative includes the United States, United Kingdom, Germany, Italy, France, Japan, Canada, Russia, and the European Union. Typically, the chosen candidate receives formal endorsement through a United Nations Security Council resolution.
Extraordinary Powers Over Bosnian Governance
Created under the framework of the Dayton Peace Agreement, the Office of the High Representative holds responsibility for civilian implementation priorities tied to the Bosnian peace settlement. The position carries exceptional executive authority following the 1997 Peace Implementation Council meeting in Bonn, which granted what are known as the Bonn Powers.
These powers enable the High Representative to unilaterally impose legislation and dismiss public officials deemed to be obstructing the peace agreement or undermining the reconciliation process. The HR serves as the final authority on interpreting civilian aspects of the peace accord.
A State Department official told Breitbart News that Washington recognizes Schmidt’s lengthy tenure and contributions toward establishing functioning institutions for a sovereign Bosnia and Herzegovina. The official emphasized that the United States anticipates selection of a successor at the current Peace Implementation Council session without destabilizing procedural delays, with the new High Representative expected to assume duties by the end of June.
