Kamala Harris Opposes Proof-of-Citizenship Voting Rule
President Trump shared a video of Kamala Harris criticizing the SAVE America Act's citizenship requirements, though the bill accepts multiple ID forms beyond the passports and birth certificates she cited.
In the clip, which Harris originally posted on X on Friday before Trump shared it on Truth Social, the former vice president warned that the legislation would supposedly make it harder for Americans to register to vote by requiring documentary proof of citizenship, according to Breitbart News.
Kamala Harris began her remarks by invoking the Supreme Court, stating that justices had undermined the Voting Rights Act through a recent decision she referred to as the “Callais decision,” claiming it stripped protections for voting rights.
She then turned her attention to the SAVE Act itself, characterizing its citizenship verification provisions as intentional barriers designed to suppress voter registration.
Harris claimed the legislation would require Americans to present either a passport or a birth certificate to register to vote, suggesting these documents represent obstacles to make it difficult for you to register to vote. She noted that many Americans do not possess passports, framing this as evidence of the law’s restrictive intent.
Her characterization of the bill, however, misrepresents its actual provisions.
What the SAVE Act Actually Requires
The SAVE America Act does not limit acceptable proof of citizenship to passports or birth certificates alone, as Breitbart News reports. The legislation explicitly permits multiple forms of documentation, including REAL ID-compliant identification cards and qualifying military identification.
Furthermore, the law mandates that states establish procedures for applicants who cannot immediately provide the specified documents. Under these provisions, individuals may submit alternative evidence of U.S. citizenship, which election officials would then review on a case-by-case basis.
The requirement for documentary proof of citizenship reflects long-standing concerns among conservatives about election integrity and the need to ensure that only eligible American citizens participate in federal elections.
By sharing Harris’s video, Trump appears to be drawing attention to what he views as deliberate mischaracterization of election security measures by his political opponents.
