READ THE FULL DEAL WITH IRAN: Text of Memorandum of Understanding Revealed
The White House confirmed a memorandum with Iran including Iranian nuclear weapons restraint pledges and U.S. promises of at least 300 billion dollars in reconstruction funding.
The document, which has been shared with reporters, states that both nations have agreed in good faith to multiple binding terms set to take effect in 2026. The agreement represents a dramatic shift in Middle East policy with far-reaching implications for American national security and regional stability.
Immediate Ceasefire and Military Withdrawal
Under the first provision, the United States and Iran declare an immediate and permanent end to military operations on all fronts, including in Lebanon. Both parties commit not to initiate any war or military operation against each other and pledge to refrain from threatening or using force while ensuring Lebanese territorial integrity and sovereignty.
The two nations further undertake to respect each other’s sovereignty and territorial integrity and to avoid interfering in internal affairs. A final deal must be negotiated and achieved within a maximum of 60 days, extendable by mutual consent.
Naval Blockade Removal and Gulf Access
The memorandum mandates that America begin removing its naval blockade and any impediments against Iran immediately upon signing. The naval blockade must be fully terminated within 30 days, with vessel traffic proportionally restored during this period. American forces must withdraw from Iranian proximity within 30 days after the final deal is concluded.
In exchange, Iran will arrange for safe commercial vessel passage through the Persian Gulf to the Sea of Oman and vice versa, with no charge for 60 days only. The traffic will start immediately, though full implementation may take 30 days due to technical obstacles and de-mining operations Tehran must conduct.
Iran will also engage in dialogue with the Sultanate of Oman to define future administration and maritime services in the Strait of Hormuz, in consultation with other Persian Gulf coastal states and in accordance with international law and sovereign coastal rights.
Massive Reconstruction Package
Perhaps most controversially, the United States commits to developing a definitive plan with regional partners for at least 300 billion dollars in reconstruction and economic development funding for Iran. The implementation mechanism for this enormous expenditure will be finalized as part of the final deal within 60 days. Washington pledges to grant all required licenses, waivers, and permissions for relevant financial transactions.
Comprehensive Sanctions Termination
America undertakes to terminate all types of sanctions against Iran, including United Nations Security Council resolutions, International Atomic Energy Agency Board of Governors resolutions, and all unilateral primary and secondary American sanctions. These will be lifted according to an agreed schedule as part of the final deal. Both parties acknowledge the critical importance of sanctions termination and express intentions to immediately address these issues in negotiations.
Nuclear Commitments
The Islamic Republic of Iran reaffirms in the document that it shall not procure or develop nuclear weapons. The United States and Iran have agreed to resolve the disposition of stockpiled enriched material through a mutually agreed mechanism, with the minimum methodology being on-site down blending under IAEA supervision.
The two parties also agree to discuss enrichment issues and other matters related to Iran’s nuclear needs, based on a satisfactory framework to be established in the final deal. Both nations acknowledge the critical importance of these nuclear issues and express intentions to immediately address them in negotiations to achieve mutual agreement.
