These carriers primarily hire illegal immigrants as drivers to undercut legitimate American trucking companies that follow federal regulations.

Long-haul trucking offers the highest profit margins in the industry. By exploiting illegal immigrants as what amounts to indentured servants, unscrupulous companies force drivers to work twice as long as American truckers for half the pay, creating dangerous conditions on highways.

Duffy confirmed suspicions of organized crime involvement in the illegal trucking operations, though he noted the Department of Transportation lacks law enforcement authority to fully investigate criminal networks. Foreign ownership of carriers further complicates efforts to track who controls these dangerous operations.

Biden-Era Self-Certification Created Diploma Mills

A particularly alarming development occurred under the Biden administration, which allowed commercial driving schools to self-certify their own students. This policy spawned a massive proliferation of fraudulent schools targeting foreign nationals with pay-to-play licensing schemes.

Some supposed driving schools consisted of nothing more than post office boxes with no curriculum and no actual trucks. For payments of $800 to $1,000, these operations provided certificates claiming the holder had completed commercial driver training, despite providing zero actual instruction.

Many drivers now operating commercial vehicles on American highways cannot speak English, having obtained licenses through these fraudulent certification programs. Progressive states have refused to cooperate with basic federal requirements that would prevent illegal immigrants from obtaining commercial driver’s licenses in the first place.

Opposition for Opposition’s Sake
