Germany Closes Russian Consulate and Cultural Center
Germany ordered the closure of Russia's consulate in Bonn and a cultural center in Berlin following allegations Moscow was behind a sabotage drone attack at Leipzig airport last August.
Foreign Minister Johann Wadephul of the Christian Democratic Union announced the diplomatic countermeasures on Tuesday, which also include tightened entry controls for Russian citizens. The German government has accused Russia of responsibility for an attempted explosives-laden drone attack at Leipzig airport on the evening of August 4, 2026.
During a press conference, Wadephul stated that Berlin would not be intimidated by Russia’s attacks on German soil. The government also plans to propose new European Union sanctions against Russian individuals and increase pressure on what it describes as Moscow’s shadow fleet. The Russian ambassador was summoned on Tuesday evening.
Interior Minister Links Attack to Known Russian Operations
Interior Minister Alexander Dobrindt of the Christian Social Union said that police investigative findings, operational patterns, and intelligence from German services and their partners clearly point to Russian involvement in the Leipzig incident. The drone configuration, components, explosives, and detonation technology used at the airport are known from other hybrid operations by Russia and its war against Ukraine, Dobrindt explained.
The technical sophistication and coordination demonstrated a high level of expertise and considerable organisational effort, according to the interior minister. However, the execution bore the hallmarks of what intelligence services call low-level agents or disposable operatives—individuals without professional training who are typically recruited via the internet.
Dobrindt warned that security authorities have been observing an elevated threat level from hybrid actions for some time. These operations target critical infrastructure, defence companies, and support for Ukraine.
Explosive Drone Found on Airport Tarmac
Surveillance footage showed the explosives-laden drone flying toward a Ukrainian Antonov cargo aircraft on the apron at Leipzig/Halle airport before striking a wing and falling to the ground without detonating. The airport serves as a major hub for weapons deliveries to Ukraine.
Investigators identified three sabotage drones in total. A second device was discovered ten days after the airport incident in Kabelsketal, also containing explosives.
Russian Cultural Centre Accused of Intelligence Cover
The Russian consulate general in Bonn is one of only two functioning Russian diplomatic missions in Germany alongside the embassy in Berlin. The Russian House is a cultural and events centre subordinate to the Russian foreign ministry.
According to reporting by German public broadcasters NDR and WDR along with the Süddeutsche Zeitung newspaper, the French interior ministry has stated that the centre is used as cover by Russian intelligence services. Xenia Fedorowa, former editor-in-chief of Russian foreign broadcaster RT France, recently applied to head the institution.
The German government’s decision to terminate the contract for the Russian House in Berlin represents a significant escalation in diplomatic tensions between the two countries.
