Extreme Heat Survival Now Depends on Air Conditioning Access

Rising global temperatures are creating a climate divide where survival in extreme heat increasingly depends on access to air conditioning, threatening millions who cannot afford it.

But that last instruction reveals the heart of the problem. Across the globe, deadly summer heat can now only be escaped by those who can afford it. In the United States and Europe, millions of households already face difficulty covering electric bills, and rising temperatures force them to consume even more electricity merely to survive.

The Greater Crisis in Developing Nations

The situation becomes far more dire in the global south, where dangerous heat intersects with unreliable power supplies, overcrowded living conditions, minimal air conditioning access, underdeveloped public health infrastructure, and pervasive poverty. In these regions, inequality—both within and between nations—may determine the fate of millions.

The Lancet has estimated that hundreds of thousands already die from heat annually, with the burden expected to grow most rapidly across South Asia and Africa. The United Nations has cautioned that extreme heat widens inequality, hampers economic development, and exacts an expanding human toll. Those facing greatest risk often contributed least to global greenhouse gas emissions.

Beyond Shipping Air Conditioners

The solution does not lie in Western nations simply shipping millions of air conditioning units to developing countries. In many locations, electrical grids could not support such equipment even if every family could afford purchase and operation costs.

Instead, Western nations should assist global south countries in investing in more affordable, stable forms of clean and secure energy, building the infrastructure necessary for safe living in a warming climate. Low-income nations cannot construct this infrastructure independently.

Development banks, international climate funds, private investors, and wealthier nations must all become partners in financing the next generation of climate adaptation. This should not be viewed as traditional foreign aid, but rather as investment in global health, economic stability, and human resilience.

Helping lower-income countries build reliable electricity systems transcends humanitarian obligation—it represents strategic investment. If the United States and Europe fail to become meaningful partners in financing climate adaptation, other nations will fill that vacuum, expanding both their economic influence and geopolitical ties across much of the developing world.

Climate policy has long been measured by carbon emissions avoided. That will always matter. But over coming decades, it may also be judged by whether the world’s wealthiest countries proved willing to help billions in the global south adapt to a hotter planet.
