AfD Proposal Passes Unanimously as “Firewall” Crumbles

A municipal council in North Rhine-Westphalia has unanimously approved a proposal submitted by the local AfD faction to examine the use of waste heat from a planned industrial water pumping station, according to Nius. The vote in Dormagen city council included representatives from the CDU, SPD, Greens, FDP, Left Party, and local civic groups, marking what the AfD has described as the collapse of the so-called “firewall” against their policy initiatives at the local level.

The proposal, dated April 25, 2025, calls on the city administration to enter discussions with the operator of the Rhine Water Transport Line (RWTL) to explore utilizing waste heat from a major pumping facility planned for the Dormagen-Rheinfeld district. The AfD faction publicly shared the motion on Facebook and issued a press release calling the unanimous approval a “political novelty,” though official council minutes confirming the vote have not yet been published.

Under the terms of the motion, municipal authorities are directed to commission an independent technical and economic feasibility study on integrating the waste heat into the city’s district heating infrastructure. The findings would then be incorporated into Dormagen’s long-term municipal heating strategy, which aims to transition toward climate-neutral energy sources.

Billion-Euro Infrastructure Project at Center of Proposal

The waste heat source in question comes from the Rhine Water Transport Line, a multi-billion-euro infrastructure project designed to channel Rhine water into the former Garzweiler and Hambach open-pit coal mines. A large-scale pumping station in Dormagen is a key component of the scheme. The city is already developing its municipal heating plan, with a focus on renewable energy and potential waste heat recovery from industrial and technical sources.

Energy and infrastructure experts broadly support the utilization of industrial waste heat as a practical component of municipal energy planning. Such measures are increasingly being examined across Germany as cities seek cost-effective and sustainable heating solutions.

Firewall Politics Under Pressure in Local Government

The unanimous approval represents a breach in the informal coalition agreement among mainstream parties to reject AfD proposals on principle, regardless of their content. While the so-called “firewall” remains official policy at the federal and state levels for parties such as the CDU, SPD, and Greens, local councils have shown growing willingness to evaluate policy proposals on merit rather than political origin.

Dormagen’s council decision has not been formally confirmed through published records, but if verified, it would add to a growing list of instances where pragmatic governance at the municipal level has taken precedence over partisan exclusion strategies.
