GOP Sen. Jim Banks Introduces Bill to Ban Sexualization of Children at School
Senator Jim Banks introduced legislation to cut federal funding to schools exposing minors to sexually explicit content, including materials on gender dysphoria and transgenderism.
The Indiana lawmaker unveiled the Stop the Sexualization of Children Act on Wednesday evening, proposing amendments to the Elementary and Secondary Education Act of 1965. The measure would prohibit federal dollars from flowing to educational institutions that develop, implement, or promote any program or materials containing sexually oriented content for students under 18.
Banks told Breitbart News that American taxpayers should not be funding sexually explicit content for minors, calling the principle straightforward and emphasizing his commitment to shielding children from exposure to explicit sexual themes in classroom settings.
The legislative text specifically bars funding for programs or materials exposing children to depictions of nude adults, individuals performing strip routines, or lewd dancing. The bill establishes a clear definition of sexually oriented material as content depicting, describing, or simulating sexually explicit conduct, or involving gender dysphoria and transgenderism.
Research cited by the senator’s office demonstrates that early exposure to sexual content places young people at heightened risk for premature sexual activity, dangerous sexual practices, and other hazardous behaviors.
Banks’ office highlighted a troubling trend of sexual content infiltrating American educational institutions. Schools nationwide have knowingly made sexually explicit literature available to students, hosted activities of a sexual nature, and introduced mature themes centered on sexual orientation and gender identity. Parents attempting to read aloud from these explicit school library books at board meetings have faced censorship when trying to demonstrate their concerns about obscene materials in their districts.
The senator’s office pointed to taxpayer-funded initiatives such as Drag Queen Story Hour programs sponsored by New York City Public Schools as examples of inappropriate uses of public education dollars. His office stated that sexually explicit material and gender ideology continue spreading through schools across the nation at all grade levels.
The legislation includes explicit carve-outs to avoid interfering with legitimate educational content. Standard science instruction including biology, botany, zoology, microbiology, cytology, genetics, ecology, human health, and human anatomy and physiology would remain unaffected. Teaching about major world religions, classic literary works, and classic art would also fall outside the bill’s restrictions.
The House version of the bill was introduced in February by Representative Mary Miller of Illinois with backing from 22 cosponsors. The House Committee on Education and Workforce advanced the measure with an 18-13 vote in March, and the full chamber is expected to take up the legislation.
Multiple conservative and parental rights organizations have thrown their support behind the bill, including Family Research Council, Independent Women’s Forum, American Principles Project, Eagle Forum, Family Policy Alliance, Parental Rights Foundation, and Moms for America.
