Gabbard Declassifies Details on 120 Foreign Biolabs
Director of National Intelligence Tulsi Gabbard released declassified records exposing over 120 U.S.-funded biological laboratories in more than 30 countries, with about one-third located in Ukraine.
According to New York Post, Gabbard did not mince words in her Friday statement, condemning politicians and health officials for what she described as systematic deception about the scope and nature of these facilities.
Politicians, so-called health professionals like Dr. Fauci, and entities within the Biden administration’s national security team lied to the American people, Gabbard declared, adding that those who attempted to expose the truth faced threats and intimidation.
The Director of National Intelligence pledged continued efforts to identify lab locations, catalog the pathogens they contain, and terminate dangerous gain-of-function research that poses risks to Americans and populations worldwide.
Investigation Follows Presidential Directive
The investigation was launched pursuant to President Trump’s executive order targeting gain-of-function research, which involves enhancing the transmissibility of viruses and other pathogens.
Office of the Director of National Intelligence documents indicate that many government-funded biolabs have engaged in research with hazardous and highly contagious pathogens, including dangerous gain-of-function work, with minimal visibility or oversight.
Ukrainian Labs Hold One-Third of Total
Approximately one-third of the identified biolabs are situated in Ukraine, where they face heightened risk of compromise due to Russia’s ongoing military operations, as New York Post reports.
These Ukrainian facilities have stored pathogens with biological weapons potential since the Soviet era. American cooperation with Ukrainian scientists has focused on containing these risks.
The declassified files list stored pathogens including anthrax, tularemia, tuberculosis, swine fever, MERS, SARS, Marburg, Ebola, Lassa, plague, and rickettsia, among others.
Four of the labs alone cost American taxpayers over 9 million dollars, records show.
Defense Department’s Threat Reduction Program
The Defense Department’s Cooperative Threat Reduction Program, which supervised this work, has long studied pathogens under the stated goals of preventing future outbreaks and strengthening American biosecurity.
Russian authorities have accused some Ukrainian research conducted with American partnership of reaching biological weapons development levels, according to the declassified materials.
Biden Administration Contradictions
Victoria Nuland, Biden’s Undersecretary of State for Political Affairs, testified before Congress in March 2022 that Ukraine possessed biological research facilities that concerned American officials given the risk of Russian forces seizing control.
Other administration officials dismissed these claims the following day, creating a confusing public narrative.
ODNI officials previously acknowledged this reversal was part of an Information Resilience strategy designed to shape public narrative, mitigate foreign malign influence, and downplay American connections to the research.
The American-Ukrainian research involved partnerships with the Department of Agriculture, Centers for Disease Control and Prevention, and World Health Organization.
The declassified documents did not list other countries involved in the biological research programs.
Trump Administration Action
President Trump signed an executive action in May 2025 banning federal funding for gain-of-function research in China, Iran, and other nations lacking proper oversight mechanisms.
The disclosure has reignited debate about transparency and accountability in government-funded biological research programs operating on foreign soil with American taxpayer dollars.
