UN Special Rapporteur Caught in Propaganda Scandal
UN Watch reports that dozens of UN human rights rapporteurs receive funding from authoritarian regimes and exploit their positions to shield dictatorships while condemning Western democracies.
UN special rapporteurs tasked with monitoring human rights are systematically abusing their mandates to shield dictatorships while attacking democracies, according to a new 100-page report by UN Watch, a Geneva-based watchdog organization. The investigation reveals that dozens of these officials receive financial backing from authoritarian regimes in Moscow, Beijing, and Doha, as well as from left-wing organizations including George Soros’ Open Society Foundations.
The United Nations Human Rights Council employs 59 special rapporteurs who ostensibly focus on specific issues such as food security or human rights conditions in particular countries. Yet according to Nius, many exploit their positions to produce propaganda favorable to tyrannical governments while simultaneously condemning Western democracies.
Hillel Neuer, director of UN Watch, explains the influence these figures wield despite their non-binding status. When a UN expert publishes a report, it can shape international courts, media coverage, academic institutions, and other entities. Governments, courts, and journalists frequently cite these so-called experts, whose opinions are often mistakenly interpreted as official UN positions. The public perception generated by their statements significantly impacts how governments act and how discussions unfold within the United Nations itself.
Financial Ties to Authoritarian Powers
The report documents 13 case studies exposing systemic corruption. Alena Douhan from Belarus served from 2020 to 2026 as UN Special Rapporteur on the negative impact of unilateral coercive measures on human rights. Her primary function appears to be denouncing Western sanctions against dictatorial regimes. As Neuer notes, the mandate essentially declares that all sanctions against dictatorships are unlawful and violate human rights, regardless of the abuses those regimes commit. The position itself was created in 2014 largely through pressure from the Iranian ayatollah regime.
UN special rapporteurs receive no salary from the United Nations and are not official employees. Douhan’s actual employer is Belarusian State University, placing her firmly within the orbit of the Lukashenko regime, which functions as an extension of Putin’s apparatus. UN Watch discovered that Douhan received 1.3 million US dollars in recent years from China, Russia, and Qatar.
Her activities consist of shameless propaganda, according to the report. In Tehran, she posed wearing a hijab before a portrait of Ayatollah Khomeini, declaring that Western sanctions caused Iran’s problems. She visited Syria and Venezuela at the invitation of Assad and Maduro respectively, blaming sanctions rather than regime brutality for the suffering of their populations.
Whitewashing Venezuela and Cuba
Michael Fakhri, the Lebanese-born UN Special Rapporteur on the right to food, similarly traveled to Venezuela and offered only praise for the Maduro regime while condemning Western sanctions. When Maduro shut down the UN human rights office in Caracas the day after Fakhri’s visit, the rapporteur said nothing. According to UN Watch, Germany provided Fakhri with 200,000 US dollars in 2023, approximately 170,000 euros.
Selective Outrage on Free Speech
Irene Khan, UN Special Rapporteur on freedom of expression, previously led Amnesty International until her mysterious departure. In mid-2008, Amnesty International’s International Executive Committee concluded Khan had to go. She disagreed. Amnesty paid her 533,103 pounds, roughly 600,000 euros, to vacate her position.
Since assuming her UN role, Khan has repeatedly targeted the United States while remaining silent on Cuba, Eritrea, Nicaragua, North Korea, and numerous other repressive regimes where free speech is nonexistent. She also ventures beyond her mandate. When Israel conducted its pager operation against Hezbollah, causing terrorists’ communication devices to explode, Khan labeled it a war crime despite this falling outside her area of responsibility.
Vulgar Attacks and Revolutionary Worship
Tlaleng Mofokeng from South Africa serves as UN Special Rapporteur on health and routinely employs insults and profanity. She called former British Prime Minister Rishi Sunak dirty, drunk, and used explicit vulgarities to describe him. When Sunak commemorated the Hamas massacres of October 7, 2024, Mofokeng tweeted telling him to shut up.
In contrast, she expressed enthusiasm about meeting with the Cuban ambassador. She affectionately refers to Ernesto “Che” Guevara as her grandfather, despite his personally executing prisoners and “traitors” and directing the mass shootings that followed Castro’s seizure of power.
The UN Watch report demonstrates how these special rapporteurs systematically subvert the principles of the UN Charter while receiving funding from the very regimes whose abuses they should be monitoring. Their pronouncements carry undeserved weight in international discourse, influencing policy decisions and public opinion while serving as propaganda tools for authoritarian states.
