Starmer Refuses to Resign After Defense Minister Jumps Ship

The sudden exit of Healey on Thursday marks the most significant ministerial resignation yet for Starmer, who has watched multiple junior and senior ministers abandon his administration in recent weeks as Labour lawmakers grow increasingly restive over the government’s persistent unpopularity, according to Breitbart News.

Healey resigned after warning that the government is failing to commit sufficient resources to the military to protect Britain amid mounting global threats. His departure strikes at the one area where Starmer has enjoyed relative success: foreign policy and international relations.

The defense secretary’s resignation centers on disagreement over the government’s Defense Investment Plan, which charts how Britain will increase military spending to 3.5 percent of GDP by 2035. Healey demanded that defense expenditure reach 3 percent of GDP by 2030, but Treasury chief Rachel Reeves refused to accelerate the timeline.

In his resignation statement, Healey referenced British intelligence assessments indicating Russia could launch an attack on a NATO member state as early as 2030, Breitbart News reports. He warned that the government’s inadequate spending plan could make the country less safe.

Since winning a landslide electoral victory in July 2024, Starmer has strengthened British support for Ukraine, partnering with French President Emmanuel Macron on a multinational coalition designed to guarantee Ukrainian security in the event of a ceasefire. Britain and France have also established a maritime security force to maintain access through the Strait of Hormuz should hostilities with Iran conclude.

The prime minister has repeatedly urged European nations to shoulder greater defense burdens in response to President Donald Trump’s criticism of NATO allies who fail to meet their commitments to the alliance.

Inner Circle Crumbles

Olivia O’Sullivan, who heads the U.K. in the World program at the Chatham House think tank, noted that Starmer has received public credit for handling Trump with steadiness and maintaining Britain’s traditional support for Ukraine. The prime minister has consistently warned of the security threat posed by Russia, she said.

The British military faces the challenge of reversing years of decline while confronting an increasingly aggressive Russia, which invaded Ukraine in 2022 and continues to test European defenses through both overt military action and covert operations.

Former Armed Forces Minister Al Carns, who resigned Thursday just hours after Healey, argued the issue extends beyond spending levels to how defense funds are allocated. He characterized the investment plan as insufficiently transformative.

Carns told the BBC he wants to see higher percentages dedicated to uncrewed systems, artificial intelligence, and data capabilities, which he described as essential for prevailing in future conflicts.

Leadership Challenge Looms

Healey’s departure follows the January resignation of Health Secretary Wes Streeting, who quit to position himself for a potential party leadership contest. Several junior ministers have also abandoned the government in recent weeks as dissatisfaction with Starmer’s leadership intensifies.

Greater Manchester Mayor Andy Burnham is widely anticipated to mount a leadership challenge against Starmer if he wins election to Parliament in a special election scheduled for Thursday.

The loss of Healey, long regarded as a loyal minister without personal leadership ambitions, suggests Starmer’s credibility is eroding even among his closest ministerial allies, O’Sullivan observed.

Starmer defiantly told the BBC on Friday that he will not step aside, insisting his responsibility is to make difficult decisions. He declared defense his top priority and said he has taken the necessary steps to ensure national security.

The embattled prime minister rejected calls for a leadership election, warning that such a contest would plunge the country into chaos. However, he vowed to fight if a challenge materializes.
