Russia Labels International LGBTQ Movement an Extremist Terrorist Group

In a move framed as protecting traditional values, Russia labeled the international LGBTQ movement extremist and terrorist, criminalizing support and sparking global condemnation.

This decision, made in November 2023 following a request from the Ministry of Justice, grants authorities the power to ban symbols, public events, and any form of support or promotion of related topics.

In early 2024, the movement was officially included in the list of extremist and terrorist organizations maintained by Rosfinmonitoring (Federal Financial Monitoring Service).

Within the framework of protecting traditional values

The Russian authorities present these measures as necessary for the defense of traditional values and national identity.

Previous laws had already drastically restricted the public discussion of gender identity and sexual orientation issues, prohibiting for example “propaganda” to minors.

The designation as an extremist organization carries serious consequences. Anyone connected with the movement, who uses symbols such as the rainbow flag or publicly expresses support may face criminal prosecution, fines, or even imprisonment.

Over one hundred convictions have been recorded by mid-2025 for such cases, most administrative but also some criminal.

International reactions and implications

Russia disregards the reactions and consequences from Western countries and, more generally, from states that have succumbed to the woke agenda.

Moscow strongly promotes an image of itself as a defender of “traditional” principles against what it considers to be Western influence undermining moral standards.
