Governments Losing Control of Critical Systems They Rely On

Russia's invasion of Ukraine revealed how modern warfare increasingly depends on private corporations like Starlink rather than government-controlled infrastructure, marking a shift from territorial state power to distributed authority.

According to Washington Examiner, the Starlink network became strategically critical for both military coordination and civilian connectivity during the conflict, exposing a fundamental shift in how power operates in the 21st century.

For hundreds of years, state power meant territorial control. Nations exercised authority through borders, populations, infrastructure, and military force. That vertical logic shaped the international order. But while territorial sovereignty still matters—countries still collect taxes, maintain courts, police borders, and command armies—the essential systems supporting modern society no longer operate within those traditional boundaries.

Communication, commerce, navigation, computation, and information now flow through a borderless technological lattice spanning jurisdictions rather than conforming to them. Cloud platforms, satellite megaconstellations, digital payment networks, and algorithmic systems create a global fabric that defies conventional state control.

This transformation has replaced strict territorial hierarchies with what analysts describe as a complex techno-heterarchy. Power no longer resides solely with sovereign governments at the apex of national pyramids. Instead, authority is distributed, overlapping, and negotiated laterally between nation-states and hyper-scale private actors whose financial power has reached imperial proportions.

While comparing corporate market value to national economic output involves conceptual differences, the fact that a single chipmaker’s equity value now exceeds the entire annual GDP of major economies like France or the United Kingdom demonstrates the extraordinary concentration of wealth and leverage in artificial intelligence and computing infrastructure.

Communications Infrastructure and Shifting Power Dynamics

Historically, governments controlled communications through terrestrial networks, licensed telecommunications providers, and nationally regulated systems operating within their territory. These could be regulated, controlled, or disrupted by the governing state.

Satellite megaconstellations fundamentally disrupt this arrangement. By delivering internet connectivity through global satellite networks, systems like Starlink reduce dependence on traditional terrestrial choke-points. Connectivity that once relied on fixed infrastructure now operates across national boundaries, beyond many vulnerabilities associated with conventional communications systems.

This does not render states irrelevant. Satellite terminals remain physical devices. Spectrum allocation remains subject to regulation. Launch facilities exist on sovereign territory. Ground infrastructure, manufacturing capacity, and supply chains remain embedded within national jurisdictions. States retain unique powers private actors cannot replicate: legal authority, coercive capacity, and democratic legitimacy.

Yet the balance of leverage fundamentally changes. Because modern technological infrastructure depends on global scale, extreme technical specialization, and network effects, its capabilities cannot easily be recreated by government decree.

These dependencies create security vulnerabilities. Commercial social media and fitness applications have at times exposed military personnel locations and movements through data collected for entirely civilian purposes.

A government may possess absolute legal authority over territory while simultaneously depending on communications infrastructure it does not fully control. If that infrastructure becomes essential to military operations, emergency response, economic activity, or public communication, disrupting it imposes substantial costs on the state itself. The relationship shifts from straightforward hierarchy to lateral negotiation.
