Chicago Law Would Fine Parents for Kids’ Behavior in Teen Takeovers
Chicago aldermen are reviving legislation to fine parents of children participating in teen takeovers, opposing Mayor Brandon Johnson's stance against what he calls criminalization.
The Parental Accountability Ordinance, championed by Alderman Ray Lopez, would hold adults financially and legally responsible when their underage children engage in the street chaos that has become a regular occurrence across Chicago, according to Breitbart News.
The proposed measure stands in stark contrast to the position of liberal Mayor Brandon Johnson, who rejected the accountability framework during a press briefing on Tuesday, claiming that what he called “criminalization” does not create safer communities.
Johnson argued that his administration knows what criminalization does to vulnerable communities and that it has not led to creating safer spaces. Instead, the mayor wants to invest in children by providing them with opportunities, as Breitbart News reports.
Lopez, however, insisted that immediate action is necessary. We must take action now, the alderman stated.
The City Council never brought the original version of the proposal to a vote.
Teen takeovers have evolved into a nationwide crisis, with groups of young people commandeering intersections to stage dangerous stunts with speeding vehicles, set fires, loot businesses, and create general mayhem. The events are typically coordinated through social media platforms, where participants later post footage of their illegal activities.
In Chicago, these takeovers have escalated beyond property damage and public disorder to deadly violence, adding another dimension to the city’s decades-long struggle with shootings and homicides.
Recent incidents include a takeover on Saturday at 88th and Loomis streets, and another in Hyde Park on Memorial Day night that resulted in three teenagers being shot and wounded, Breitbart News notes.
The revised ordinance that Lopez was scheduled to reintroduce on Wednesday includes significantly tougher penalties than the original proposal.
Under the new framework, minors who violate curfew regulations would face up to 75 hours of community service, while their caregivers would be hit with a $1,000 fine.
The legislation would impose a $10,000 penalty on parents of anyone under 18 who flips a vehicle during these takeovers. The same $10,000 fine would apply to parents whose minor children climb on, jump on, or cling to other people’s vehicles.
Lopez expressed confidence that the financial consequences would prompt parents to exercise proper supervision. Once parents realize they will be held responsible, they will immediately begin enforcing discipline in their households and ensuring they know their children’s whereabouts at all times, the alderman said.
He challenged his fellow council members to move beyond empty rhetoric, noting that politicians routinely stand up after these incidents and declare that something should be done. The question now, Lopez stated, is whether they will actually take action when the opportunity is directly before them.
