Horror in Norway: Syrian rapes 13-year-old girl, gets 6 months—See judges’ excuse
A 21-year-old Syrian refugee was sentenced to only six months for raping a 13-year-old in Norway, as courts reduced punishment citing his low IQ and a recent law lowering minimum sentences for child rape.
The incident occurred in the early hours of September 7, 2024, in Tromsø. The minor had left her home and was heading toward the city center. Near the terminal station of the harbor, unfortunately for her, she encountered Abdelmonem Abdelrazak Al-Yousef, a Syrian who had arrived in Norway as a refugee in 2023, along with another man.
Communication was limited, as the accused spoke only Arabic.
According to the ruling of the Nord-Troms and Senja Regional Court, issued on March 31, Al-Yousef first attacked the girl on a bench near the Edge Hotel. He then continued his assault in a covered bicycle parking area at the harbor. The court ruled that the attack was humiliating and exploitative in nature, as it took place in a public space shortly after their first meeting.
The perpetrator initially denied having met the victim or appearing on the security cameras. Later, he admitted to having met and kissed her, but continued to deny any sexual contact.
However, the police found semen on the asphalt, and DNA testing unquestionably linked it to Al-Yousef. The court deemed his defense entirely unreliable.
The judges also noted that the accused should have been aware of the girl’s age. The 13-year-old herself stated that she was born in 2008, while a witness emphasized that she visibly looked very young. In a previous testimony, Al-Yousef had said that the girl looked young and was compared to the age of his younger sister, who was born in 2010.
The rationale behind the outrage and the… pedophile law
Psychiatric evaluations played a decisive role in the sentence. One report indicated an IQ of 41, while a later one placed it between 64 and 75. The court found that the 21-year-old, who was 19 years and 8 months old at the time of the incident, had mild intellectual disability and a diminished understanding of reality. The judges specifically mentioned that his development did not seem more advanced than that of the victim.
The decision also highlighted the recent change in Norwegian legislation, which as of July 2025 abolished the minimum three-year sentence for the rape of children under 14 years old!
In other words, a change that essentially removes the minimum penalty so that pedophiles can… “get off lightly.” Can you explain this amendment differently?
The court started from a base sentence of two years, which it then significantly reduced taking into account the above “mitigating” factors!!!
The case has sparked discussions about how Norwegian courts weigh factors such as the intellectual condition of the perpetrator in cases of sexual violence against minors.
