The study noted this death toll exceeds by more than four times the total number of Americans killed in all United States military conflicts combined since the end of the Second World War.<\/p>\n<p>Ukrainian forces have suffered between 525,000 and 625,000 total casualties during the same timeframe, with fatalities estimated at 125,000 to 150,000. Both the Russian and Ukrainian governments are widely believed to underreport their actual losses, and Kyiv has not released official casualty figures.<\/p>\n<p>The CSIS estimates align broadly with Western intelligence assessments. The report attributes Moscow&#8217;s disproportionate losses to its doctrine of attritional frontal assaults, inadequate combined-arms coordination, insufficient training, endemic corruption and deteriorating troop morale.<\/p>\n<p>Independent Russian journalists working from open-source materials have separately confirmed more than 213,000 named Russian dead, though they acknowledge their count likely represents a significant underestimate of the true toll.<\/p>\n<p><strong>Seth Jones<\/strong>, one of the report&#8217;s authors, described the casualty rates as astounding.<\/p>\n<h2>Drones Tilt Battlefield Arithmetic<\/h2>\n<p>The casualty exchange ratio has shifted dramatically in Ukraine&#8217;s favour over the course of the conflict. For much of the war, Russian forces suffered between two and three casualties for every Ukrainian loss. By the first half of 2026, that ratio had widened to nearly eight Russian casualties for each Ukrainian.<\/p>\n<p>CSIS attributes this shift primarily to Ukraine&#8217;s rapidly expanding unmanned aerial systems programme, which has extended what analysts call the kill zone across vast stretches of the front and severely constrained Russian mobility and offensive capacity.<\/p>\n<p>Ukrainian layered defensive systems have proven effective at inflicting casualties while restricting enemy movement. The assessment draws on analysis of more than 20,000 documented Ukrainian strikes against Russian targets, ranging from energy infrastructure and railway networks to missile production facilities and microelectronics plants.<\/p>\n<p>Ukrainian long-range strike operations have reached deep into Russian territory, hitting refineries, pipelines and fuel storage depots. Strikes have been recorded in Moscow and St Petersburg, as well as border regions such as Belgorod. One target, the Ukrainka air base, sits more than 6,000 kilometres from Kyiv.<\/p>\n<p>Among the weapons systems deployed is the Hornet, an autonomous attack drone with a price tag of approximately $6,000 and an operational range reaching 150 kilometres. The Hornet employs artificial intelligence to identify and engage targets. Such weapons systems are fundamentally altering the character of modern warfare, according to CSIS.<\/p>\n<p>The sustained campaign against Russian energy infrastructure has strained domestic fuel supplies. Kremlin spokesman <strong>Dmitry Peskov<\/strong> confirmed Moscow has entered discussions to import petrol as domestic refining capacity has declined.<\/p>\n<p>Russian President <strong>Vladimir Putin<\/strong> has acknowledged a nationwide fuel shortage, with queues forming at petrol stations and mandatory purchase limits imposed across more than a dozen regions. He has nevertheless insisted the Ukrainian strikes have had no impact on front-line operations.<\/p>\n<h2>Manpower Crisis Deepens<\/h2>\n<p>Russian monthly casualties of between 30,000 and 34,000 during 2026 have likely exceeded recruitment levels of approximately 27,000 new troops per month, the study found.<\/p>\n<p>For much of the conflict, Moscow has replaced losses through its first wartime mobilisation since the Second World War, recruitment from prisons and substantial cash incentives for volunteers.<\/p>\n<p>The territorial gains purchased at such extraordinary cost remain minimal. Russian-controlled territory actually shrank by roughly 400 square kilometres in April and May, marking the first net monthly losses since August 2024.
