Arwa Elrayess<\/strong>, 20, now faces potential legal scrutiny under Britain’s Terrorism Act following a complaint filed by advocacy group UK Lawyers for Israel, according to New York Post<\/em>. The third-year philosophy, politics, and economics student took office in March after her predecessor was ousted over separate controversial remarks.<\/p>\n

The messages in question were sent through a WhatsApp group with over 100 freshman Oxford University students. In the September 2025 exchanges, Elrayess characterized Hamas as a resistance group rather than a terrorist organization, suggesting history would eventually vindicate them.<\/p>\n

Thames Valley Police confirmed to New York Post<\/em> that they are reviewing the complaint. A spokesperson stated the department is aware of an allegation concerning support for a proscribed terror organization in Oxford and remains in contact with Counter Terrorism Policing South East.<\/p>\n

In the leaked messages, Elrayess argued that Western nations inevitably label resistance groups as terrorist organizations until they succeed in their aims. She went further by claiming the severity of resistance corresponds proportionally to the level of oppression experienced.<\/p>\n

When challenged by another student over her assertion that Hamas actions were proportional, Elrayess escalated her position. She responded by questioning whether the student had witnessed what Israel subjected Palestinians to over recent decades, adding that some would consider Hamas responses less than proportional.<\/p>\n

The Oxford Union president survived a no-confidence vote last week and has refused to step down from her leadership role at the prestigious debate society founded in 1823.<\/p>\n

Elrayess defended herself by characterizing the police complaint as an attempt at political suppression. She told New York Post<\/em> the referral represents nothing more than an effort to silence voices like hers and deny her right to expression.<\/p>\n

UK Lawyers for Israel issued a sharp rebuke of the Oxford student leader’s remarks. A spokesperson for the advocacy organization told New York Post<\/em> the comments risk legitimizing a proscribed terrorist organization by repeatedly framing Hamas as a resistance movement and appearing to justify atrocities committed on October 7.<\/p>\n

The group emphasized that while freedom of expression remains a fundamental democratic value, it does not extend to encouraging support for terrorism or excusing mass murder. When such statements reach younger students, legitimate questions arise about whether conduct violates terrorism legislation.<\/p>\n

The Oxford Union counts former British Prime Ministers Boris Johnson<\/strong> and Tony Blair<\/strong> among its notable alumni. The society draws standout students from member colleges alongside Oxford University.<\/p>\n

Metropolitan Police directed inquiries to Thames Valley Police, which has not provided further comment on the ongoing assessment.<\/p>\n
