The decision, published on June 15, follows a complaint filed by Reporters Without Borders (RSF) in January regarding broadcasts from March 2025, according to Brussels Signal<\/em>.<\/p>\n

ARCOM concluded that CNews had displayed what it called a “manifest and lasting imbalance” in the representation of different viewpoints during the period under review.<\/p>\n

The regulator examined 168 hours of programming across 146 of the channel’s most-watched shows and determined that on many topics, CNews presented a single interpretive framework without adequate space for contradictory opinions.<\/p>\n

ARCOM specifically cited the channel’s coverage linking violence and crime to immigration, its criticism of government handling of Islamism and public order, and its harsh commentary on the far-left La France Insoumise party, which included accusations of antisemitism that went “without significant contradiction.”<\/p>\n

CNews has previously noted that it regularly invites guests with opposing views, but they frequently decline to appear.<\/p>\n

This represents the first time ARCOM has taken this specific enforcement action against CNews for pluralism violations, following an earlier formal reminder issued in July 2024. The regulator has previously sanctioned the channel on other grounds, including segments deemed to encourage discrimination.<\/p>\n

If CNews fails to comply with the warning, ARCOM indicated it could initiate sanction proceedings that may include financial penalties.<\/p>\n

CNews<\/strong> has rejected the decision and announced it will contest the ruling before the Conseil d’\u00c9tat, arguing that the measure infringes on its editorial freedom.<\/p>\n

The channel, part of the Bollor\u00e9 group, maintains a distinct editorial line that regularly critiques mainstream media coverage on immigration, security, and European integration.<\/p>\n

Supporters of CNews argue that the channel’s existence contributes to greater viewpoint diversity in a French media landscape they say has long been dominated by left-leaning outlets.<\/p>\n

ARCOM emphasized that its assessment was based not on the topics CNews chose to cover, but on what it characterized as insufficient balance in how different viewpoints were presented within those programs. The regulator announced enhanced monitoring of pluralism across news channels beginning in September 2026.<\/p>\n

Under French law, television channels must ensure the pluralist expression of currents of thought and opinion. ARCOM’s approach to enforcing this obligation evolved following a 2024 Conseil d’\u00c9tat ruling that broadened the criteria beyond simple political airtime counts to include a wider assessment of viewpoint diversity.<\/p>\n

CNews, which has grown rapidly in audience share since its launch, positions itself as an alternative to what it describes as dominant narratives in public and mainstream private broadcasters. The channel has been frequently targeted by ARCOM over alleged infractions.<\/p>\n

Critics of the channel, including RSF, have long argued that its coverage shows a consistent ideological slant. However, RSF has repeatedly singled out CNews, Vincent Bollor\u00e9’s<\/strong> media outlets, and conservative voices for alleged breaches of pluralism while giving far less scrutiny to mainstream left-leaning or public broadcasters such as France T\u00e9l\u00e9visions and Radio France, despite documented imbalances.<\/p>\n

A significant portion of RSF’s budget\u2014over 50 to 65 percent in recent years\u2014comes from public-sector grants, including funding from the European Union, French government agencies, and Nordic development funds. These are governments and institutions that generally align with progressive regulatory approaches to media.<\/p>\n

With presidential elections approaching in 2027, ARCOM has indicated it intends to increase its scrutiny of broadcast pluralism.<\/p>\n
