The 2026 Education Report, published every two years as a comprehensive assessment of Germany’s education system from kindergarten through higher education, paints a stark picture of structural failures, according to Nius<\/em>. While fewer children might suggest reduced strain on resources, the reality shows deepening problems across multiple fronts.<\/p>\n

A key driver of these challenges is demographic transformation that has fundamentally altered the composition of educational institutions. The report documents that the share of Germany’s population with an immigration background has surged from 17 percent in 2013 to 26 percent in 2024. Among younger cohorts, the concentration is even higher: 26 percent of children under six years old and 30 percent of those aged six to 25 have an immigration background.<\/p>\n

Social risk factors compound these demographic shifts. In 2024, one in four German children faced at least one risk situation, defined as poverty risk, parents with low educational qualifications, or a household without employed parents. Children with immigration backgrounds bear a disproportionate burden, with 54 percent growing up under at least one such risk condition. By contrast, only 14 percent of children without immigration backgrounds face similar circumstances.<\/p>\n

Federal Education Minister Karin Prien<\/strong> of the CDU has identified the root causes of unequal educational outcomes as residing primarily in the home environment. Speaking on ARD’s morning program, Prien stated that the reasons often involve immigration background or poverty<\/em>. She emphasized that the education gap opens from birth, widens until age six, and then fails to narrow thereafter.<\/p>\n

Prien has called for a stronger focus on early childhood education, stressing that what children experience between birth and age three at home, and subsequently in daycare, proves decisive. She insisted that children must learn German in kindergarten and receive better support for developmental deficits.<\/p>\n

Yet the report reveals a troubling decline precisely where intervention is most needed. Under the heading addressing how budgetary policy decisions are restricting language programs and thereby limiting integration opportunities for immigrants, the Education Report documents falling enrollment in language courses. Integration course enrollment dropped from 99,000 new participants in the first quarter of 2025 to 66,000 in the third quarter. Professional language courses saw enrollment temporarily fall to just 22,000 new participants.<\/p>\n

School performance data reveals equally concerning trends. The percentage of ninth-grade students pursuing at least a middle school diploma who fail to meet minimum mathematics standards has climbed from 16 percent in 2012 to 24 percent in 2024. Meanwhile, the share of students achieving optimal standards plummeted from five percent in 2012 to just three percent in 2024.<\/p>\n

Kai Maaz<\/strong> from the Leibniz Institute for Educational Research, a co-author of the report, warned that too many young people are failing to reach basic competency goals. This points to long-term structural problems and represents a fundamental weakness in the education system.<\/p>\n

The biennial Education Report underscores a critical reality: fewer children does not automatically translate to fewer problems. Germany must simultaneously manage declining birth rates, rising integration demands, weakening academic performance, and deepening social inequality. The convergence of these challenges exposes systemic failures that early intervention programs and language instruction cutbacks are only exacerbating.<\/p>\n

As the report makes clear, the education gap is now generational, beginning at birth and solidifying by school age. Without substantial policy corrections and resource commitments to early childhood education and language acquisition, Germany faces a widening divide that threatens social cohesion and economic competitiveness for decades to come.<\/p>\n
