According to Brussels Signal<\/em>, official data from Poland’s finance ministry revealed that public debt reached 61.6 percent of GDP in the first quarter of 2026, up from 59.7 percent at the end of 2025, when measured using EU methodology.<\/p>\n

Despite crossing the EU limit, Poland remains well below the bloc’s average debt level of 81.7 percent recorded in the final quarter of 2025. The country’s debt burden is also far from the levels seen in southern European nations such as Italy and Greece, both approaching 150 percent of GDP.<\/p>\n

Budget Deficit Drives Debt Growth<\/h2>\n

The surge in Polish public debt has been fueled by one of the fastest-growing budget deficits in the EU, driven largely by increased defence and social spending commitments.<\/p>\n

Poland’s budget deficit climbed to 7.3 percent of GDP last year, the second highest level across the EU, far exceeding the government’s own 2025 target of 5.5 percent. The deficit has risen sharply from 3.4 percent in 2022 to 5.2 percent in 2023 and 6.4 percent in 2024.<\/p>\n

Poland has been subject to the EU’s excessive deficit procedure since 2024 after surpassing the bloc’s 3 percent deficit limit. With public debt now also exceeding the 60 percent threshold, the country faces the EU’s excessive debt procedure, which requires member states to implement measures to restore fiscal discipline.<\/p>\n

Constitutional Loophole Prevents Austerity<\/h2>\n

While Poland’s constitution sets a 60 percent debt-to-GDP ceiling, the government uses a different calculation methodology than the EU standard, allowing it to avoid triggering mandatory balanced budget provisions.<\/p>\n

The Polish methodology excludes off-budget liabilities such as state-managed special funds. Using this approach, public debt stands at just 50.6 percent of GDP, comfortably below the constitutional limit and beneath the 55 percent threshold that would force corrective action.<\/p>\n

The discrepancy has proven politically convenient as Poland approaches parliamentary elections in 2027. Successive governments have shifted spending outside the central budget to maintain fiscal flexibility and avoid freezing welfare benefits or public sector wage indexation.<\/p>\n

Long-Term Fiscal Challenges Mount<\/h2>\n

Accounting maneuvers do not reduce the actual cost of servicing debt. Poland’s finance ministry acknowledges that public debt will continue rising, projecting it to reach 75 percent by 2029 under EU methodology.<\/p>\n

Polish public debt increased by 25.6 billion euros in the first quarter of 2026 alone, bringing the total above 600 billion euros. Interest payments on this debt approached 20 billion euros over the previous year, representing 2.1 percent of GDP.<\/p>\n

Growing concern over Poland’s fiscal trajectory prompted two major credit rating agencies, Fitch<\/strong> and Moody’s<\/strong>, to downgrade Poland’s outlook from stable to negative in 2025. Further credit downgrades would increase borrowing costs for the Polish government.<\/p>\n

The fiscal situation is further complicated by political gridlock between the center-left government led by Prime Minister Donald Tusk<\/strong> and conservative President Karol Nawrocki<\/strong>, who is aligned with the opposition Law and Justice party.<\/p>\n
