A separate Letter of Impasse was sent to Kansas City, Kansas Public School District warning of potential enforcement measures.<\/p>\n<p>The federal civil rights office determined in April 2026 that these districts violated Title IX by allowing male students identifying as transgender to use female facilities including restrooms, locker rooms, and changing rooms. Several districts also allegedly permit biological males to compete on girls&#8217; sports teams based on self-declared gender identity. Title IX explicitly prohibits sex-based discrimination as a condition for receiving federal education funding.<\/p>\n<blockquote class=\"twitter-tweet\" data-dnt=\"true\"><p><a href=\"https:\/\/twitter.com\/Moms4Liberty\/status\/2045978534594617612\" target=\"_blank\" rel=\"noopener\"><\/a><\/p><\/blockquote>\n<p><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>Department officials stated that despite receiving proposed resolution agreements designed to bring the districts into voluntary compliance with Title IX, the school systems have taken no action to protect female students and have failed to honor parental rights regarding access to children&#8217;s educational records.<\/p>\n<p><strong>Kimberly Richey<\/strong>, Assistant Secretary for Civil Rights, issued a sharp rebuke of the districts&#8217; continued defiance. <em>These Kansas school districts&#8217; ongoing refusal to come into compliance with Title IX puts the safety, privacy, and dignity of young women and girls at risk,<\/em> Richey stated, adding that the Trump Administration will continue enforcing federal law to protect the rights guaranteed to women and girls under Title IX.<\/p>\n<p>The investigations into these Kansas school districts began in August 2025 following complaints filed by the Defense of Freedom Institute, as <em>Breitbart News<\/em> reports. District leadership plans to assess the communication before briefing the school board.<\/p>\n<p>Olathe Public Schools responded through a press release stating that the district had submitted a voluntary resolution agreement to the Office for Civil Rights which was rejected by federal officials. The district expressed disappointment with the Department of Education&#8217;s decision to pursue enforcement action despite what school officials characterized as full cooperation and good faith efforts throughout the process.<\/p>\n<p>The Olathe district statement questioned whether the federal review process aims to reach a practical and lawful outcome or to pursue a predetermined result disconnected from facts, law, or actual district practices. School officials argued the department has chosen to prolong a process that has already consumed substantial district time and taxpayer resources that could better serve classroom instruction and student achievement.<\/p>\n<p>Olathe Public Schools maintained that it has always been and continues to be in full compliance with both Title IX and the Family Educational Rights and Privacy Act.
