According to New York Post<\/em>, the department is examining the financial activities of the Council on American-Islamic Relations (CAIR), marking the latest federal agency to scrutinize the organization over suspected connections to dangerous foreign entities including the terror group Hamas.<\/p>\n

In correspondence dated June 9 to the governors of California and Washington, states that received the $30 million allocation, HHS officials detailed concerns about the nonprofit’s business practices and ethical standards. The letters were signed by Gustav Chiarello<\/strong>, the agency’s Assistant Secretary for Financial Resources.<\/p>\n

The communication explicitly states that HHS has obtained information suggesting potential links between CAIR and the Muslim Brotherhood, along with its Palestinian affiliate Hamas, which the State Department has designated as a Foreign Terrorist Organization.<\/p>\n

HHS emphasized in the letters that federal law prohibits the department from conducting business with any entities connected to designated terrorist organizations. The investigation could lead to suspension and possible debarment if the allegations are substantiated.<\/p>\n

State-Level Terror Designations Already in Place<\/h2>\n

Both Texas and Florida formally designated CAIR and the Muslim Brotherhood as foreign terrorist organizations and transnational criminal organizations in 2025, with governors in those states taking a firm stance against the group’s operations.<\/p>\n

Texas Governor Greg Abbott<\/strong> described the organization as radical extremists attempting to undermine American laws through violence, intimidation and harassment when announcing his state’s designation.<\/p>\n

The Washington, DC-based organization, led by National Executive Director Nihad Awad<\/strong>, did not respond to requests for comment. CAIR has consistently maintained that it operates exclusively within the United States and categorically denies any connections to terrorist organizations or the Muslim Brotherhood.<\/p>\n

Massive Funding Flows Under Scrutiny<\/h2>\n

According to HHS records, CAIR-California’s 2024 audit report documented receipt of $36.45 million from the Office of Refugee Resettlement. In Washington State, approximately $1.3 million was traced flowing from the state’s Department of Social and Health Services to the CAIR-WA chapter.<\/p>\n

Data compiled by Abridged.org shows that roughly 43,000 Afghan nationals resettled in California between 2016 and 2025 using special humanitarian visas, with Sacramento serving as the primary destination. Afghan admissions to the United States, which averaged 200 to 300 monthly in early 2025 following President Trump’s return to office, have since dropped to zero.<\/p>\n

Multiple Federal Probes Underway<\/h2>\n

The Department of Justice’s Executive Office for Immigration Review initiated its own separate investigation into the federal funds allocated to CAIR-California for Afghan refugee resettlement operations.<\/p>\n

HHS has urged California Governor Gavin Newsom<\/strong> and Washington Governor Bob Ferguson<\/strong> to notify the HHS Office of the Inspector General immediately if they become aware of any fraud or violations of regulations governing the management of subgranted funds to CAIR.<\/p>\n

The organization claims to have provided legal services to more than 1,800 Afghan nationals through its California grant programs, though the nature and effectiveness of those services now face federal scrutiny under the Robert F. Kennedy Jr.-led Health and Human Services Department.<\/p>\n
