The package also takes aim at Moscow&#8217;s so-called shadow fleet, Russian banks, cryptocurrency operations, metals exports, and introduces a first-ever ban on certain Russian fish imports.<\/p>\n<p>Since December 2022, the European Union has worked with the G7 and Australia to maintain a price cap on Russian oil. Last year, the mechanism became dynamic, automatically adjusting to remain 15 percent below average market rates.<\/p>\n<p>But the Strait of Hormuz blockade has driven Russia&#8217;s Urals crude to $87 per barrel, up sharply from $58 in February. A scheduled review on July 15 would have raised the cap accordingly, effectively easing financial pressure on the Kremlin&#8217;s war chest.<\/p>\n<p>To block that outcome, Brussels proposed holding the cap at its current $44.10 level and postponing any revision until January 2027. Von der Leyen argued the dynamic adjustment mechanism was never designed to respond to sudden market shocks like the Hormuz crisis. The pause will give oil markets time to stabilize while maintaining economic pressure on Russian revenues, she said.<\/p>\n<h2>Shadow Fleet and Financial Networks Targeted<\/h2>\n<p>The sanctions package blacklists an additional 30 vessels from Russia&#8217;s shadow fleet, which Moscow deploys to circumvent Western price restrictions. More than 600 ships have already been barred from EU ports and services. Ports, refineries, and other infrastructure that enable the shadow fleet will also face restrictions.<\/p>\n<p>The package hits 31 Russian banks and 20 cryptocurrency firms, platforms, and oil traders accused of helping the Kremlin evade sanctions. Brussels also proposed blocking exports of metals and components used in defense production.<\/p>\n<p>In a measure first proposed by Estonia, Russian soldiers who fought in Ukraine would be permanently banned from entering the Schengen area.<\/p>\n<h2>Maritime Services Ban Falls Short<\/h2>\n<p>An earlier and more ambitious plan to ban all maritime services for Russian oil has stalled after Greece and Malta objected. Firms based in those countries service Russian tankers. By refocusing on the price cap freeze, the Commission has tacitly acknowledged that broader maritime ban will not advance soon.<\/p>\n<p>Approval of the sanctions package requires unanimous support from all 27 EU member states. Brussels officials are pushing for agreement before the July 15 deadline to prevent the automatic cap review from taking effect.<\/p>\n<h2>Pressure Mounts Amid Russian Strikes<\/h2>\n<p>The proposal comes as Russia intensifies deadly airstrikes on Ukrainian cities.
