Illinois holds 17 total congressional seats, with 14 controlled by Democrats despite only 54 percent of voters supporting Democrats in recent statewide elections. Maryland&#8217;s eight congressional seats include seven held by Democrats, though Democrats comprise only about 60 percent of the voting population. In New York, Democrats control 21 of 26 congressional seats despite representing roughly 55 percent of the electorate.
