The policy was designed both as an act of solidarity with a European neighbor under attack and on the assumption that Ukrainian refugees would eventually return home to rebuild.<\/p>\n<p>That assumption now appears questionable. The conflict has continued far longer than initial projections suggested, and research indicates many Ukrainians have grown comfortable in their new countries and show little interest in returning to a war-ravaged homeland.<\/p>\n<p>While Ukraine has consistently barred military-age men from leaving the country, the European Union has until now tacitly allowed those who manage to escape to remain. Ukrainian authorities reported earlier this year that an estimated two million citizens have evaded conscription, with 200,000 personnel having deserted from the armed forces. Many of these individuals have fled abroad.<\/p>\n<p>Notably, Sweden&#8217;s proposal targets only men, despite the country&#8217;s own gender-neutral conscription policy at home. Sweden was among the first Western nations to apply military draft requirements equally to women, a practice also adopted by Denmark and Norway.
