Of these, 22 attacks were successfully completed, 20 were prevented by authorities, and three failed in execution, resulting in six deaths. This marks a decline from the previous year&#8217;s figures of 58 attacks, of which 34 succeeded and caused five fatalities.<\/p>\n<p>Jihadist terrorism accounted for 24 incidents last year, maintaining the same total as the year prior but with three additional successful attacks, bringing the completed total to nine. These attacks struck Germany four times, France twice, and Austria, Ireland, and Spain once each. Security services managed to foil planned Islamist attacks in France on eight occasions, Austria six times, and Belgium once.<\/p>\n<p>Far-left and anarchist extremism ranked second in the threat hierarchy, responsible for 12 incidents of which 11 were carried out successfully. Italy bore the brunt with ten attacks, while Greece experienced one.<\/p>\n<p>Right-wing terrorism accounted for five recorded instances, with only one completed attack in France that killed one person, while four others were disrupted in France and Ireland. Notably, arrests related to right-wing extremism numbered 43, significantly higher than the 13 arrests connected to leftist terrorism.<\/p>\n<p>The overwhelming majority of terrorism-related arrests involved jihadist offences, with 347 individuals detained across 16 EU member states. Spain led with 100 arrests, followed by France with 64.<\/p>\n<p>Of the 398 arrested individuals whose residence status was known, 259 were EU citizens while 139 were foreign nationals. The average age of those arrested stood at 27 years, with 130 suspects under 18. The youngest person arrested on terrorism charges was merely 12 years old, while the oldest, a suspected leftist extremist, was 79.<\/p>\n<p><iframe src=\"https:\/\/www.breitbart.com\/t\/assets\/html\/tweet-5.html#1660254119775600641\" data-btlnk=\"https:\/\/x.com\/BreitbartLondon\/status\/1660254119775600641\" class=\"bnn-if-tweet\" loading=\"lazy\" width=\"560\" height=\"260\" frameborder=\"0\" scrolling=\"no\" allowtransparency=\"true\" allowfullscreen=\"true\"><\/iframe><\/p>\n<p>The report identified a significant shift in jihadist operational patterns, noting that most Islamic terrorists now operate as lone wolf actors or coordinate with like-minded individuals locally rather than functioning within hierarchical structures common in previous decades. Some suspects maintained contact with broader terror networks in Afghanistan, Iraq, or Pakistan.<\/p>\n<p>According to the Europol assessment, ISIS propaganda concentrated heavily on encouraging supporters to execute autonomous attacks, attempting to portray the organisation as having widely inspired terrorist violence through ideological dissemination. This indirect attribution strategy allowed the Islamic State to position itself as a leading force in the jihadist movement while competing against other groups more actively engaged in current conflicts, particularly in Gaza.<\/p>\n<p>ISIS propaganda deliberately exploited events perceived as victimising Muslims to generate grievances among target audiences. Throughout 2025, the organisation instrumentalised the Gaza conflict to amplify anti-Semitic narratives, including explicit calls to target Jewish individuals, communities, and interests across Europe.<\/p>\n<p>The Iranian Islamist regime and its proxy terror networks also prioritised targeting Jewish interests within the European Union, with Europol warning that Tehran has expanded its operational presence in the bloc. While these groups previously focused primarily on fundraising and logistical support within EU territory, the report cautioned that they may increasingly consider direct attacks against Jewish, Israeli, or other targets on European soil.<\/p>\n<p>Regarding far-left and anarchist terrorism, Europol determined that these extremists ultimately seek to trigger violent revolution against the political, social, and economic systems of states in order to establish socialism and eventually a communist, classless society.<\/p>\n<p>Marxist-Leninist ideology drives these terrorists, who exploit various political themes including opposition to capitalism, imperialism, the justice system, and border controls. The purported climate emergency has also emerged as a top mobilising issue for far-left extremists.<\/p>\n<p><strong>J\u00fcrgen Ebner<\/strong>, Acting Executive Director of Europol, commented on the findings, stating that terrorism and violent extremism in the EU continue to evolve in scale and complexity, driven by ideological diversity, technological developments, and geopolitical instability.
