Alternatively, his hesitation could signal confusion about existing policy or suggest a comprehensive reassessment of American security and trade agreements across the Indo-Pacific is underway.<\/p>\n<p>If such a reassessment of China policy and Pacific commitments is indeed occurring, it likely stems from Vance&#8217;s direction in furtherance of his doctrine. Trump&#8217;s recent decision to withhold $14 billion in arms sales to Taiwan could be interpreted as reflecting Vance&#8217;s influence.<\/p>\n<p>Patterson, a former U.S. diplomat now serving as a foreign affairs writer and analyst based in Washington, argues that before China further embarrasses the United States, Rubio should assert his influence over Trump&#8217;s China policy.
