NATO Vows to Defend ‘Every Inch’ After Russian Drone Hits Apartment

A Russian drone struck a Romanian apartment building Friday, injuring two civilians in the first conventional attack harming NATO citizens during the Ukraine conflict, prompting emergency defense talks.

The Shahed-type suicide drone, known in Russian service as the Geran-2, crashed into a residential tower block in the southeastern town of Galati after Romanian forces had just four minutes between detection and impact. Two F-16 fighter jets were scrambled to intercept but were unable to shoot down the drone before it struck the building’s 10th floor, causing an explosion and fire.

Galati sits on the River Danube at the point where Romania, Moldova, and Ukraine meet, a strategically critical area that has experienced repeated near-misses from Russian strikes targeting Ukrainian economic infrastructure along the waterway. Romanian troops stationed along the frontier have previously observed drone impacts on Ukrainian targets just 200 yards from their positions, according to Breitbart News.

The proximity of Russian attacks to NATO territory has become so routine that Romanian military authorities have already constructed emergency bomb shelters for border villages near Galati to protect civilians from spillover strikes.

Romanian President Nicușor Dan convened an emergency session of the national defence council Friday morning and formally notified NATO of the attack. He also filed a complaint with the United Nations Security Council and requested that alliance partners deploy additional air defence systems to Romanian territory.

Describing the incident as the most serious incident on Romanian soil since the war began, President Dan assigned full responsibility to Moscow for what he called the irresponsible and indiscriminate deployment of weapons systems near NATO borders. He stated that the unprecedented nature of the strike requires a firm, coordinated, and proportionate response at national, allied, and international levels.

The failure to intercept the drone before impact has drawn domestic criticism. President Dan defended the military’s response, explaining that Romanian forces possessed full authority to shoot down the weapon but refrained because conditions did not allow destruction without significant risk to civilian safety.

General Gheorghe Maxim, spokesman for Romanian Joint Forces Command, outlined the legal constraints facing defenders. Romanian interceptor weapons cannot violate Ukrainian airspace even during interception attempts, as Romania remains at peace while Ukraine is at war. The proximity of Galati to the border may have left no suitable open terrain for a safe shoot-down.

This limitation mirrors challenges faced throughout the Ukraine war, where collateral damage from defensive intercepts over populated areas can prove as destructive as the strikes themselves.

Whether the drone became lost due to electronic countermeasures and radio jamming—a common occurrence in the conflict—or represented a deliberate attack remains under investigation. Romania has not confirmed the cause, though other NATO members have previously accused Russia of intentional strikes on alliance territory.

The incident represents a significant escalation in the four-year conflict’s spillover into neighboring states and may constitute the first injury to NATO civilians from Russian conventional weapons in the alliance’s 75-year history, as Breitbart News reports.
